ChatGPT ads are sponsored cards that OpenAI shows below ChatGPT's answers to logged-in adults on the Free and Go plans. Businesses buy them in OpenAI's self-serve Ads Manager at ads.openai.com, paying per 1,000 impressions or per click through a relevance-weighted second-price auction, with a minimum daily budget of $25 per campaign in the US. OpenAI says the ads never change what ChatGPT actually answers, which is the single most important fact for deciding whether to buy them.
This guide is for advertisers deciding whether to spend money there. It covers how the ad unit and targeting work according to OpenAI's own help center, the costs OpenAI has actually published (and which widely repeated numbers it has not), a step-by-step first campaign, privacy and user controls, measurement, and how paid placement interacts with the organic recommendations inside the answer. It ends with a buy, test or skip table by business type. Prices, policies and availability were checked on October 18, 2026; this platform changes monthly, so re-check anything you plan to spend against.
Key takeaways
- Ads appear below ChatGPT responses for Free and Go users only. Plus, Pro, Business, Enterprise and Education accounts, users under 18 and Temporary Chats see none.
- OpenAI publishes no rate card. The verified numbers are a $25 minimum daily budget per US campaign, a recommended starting bid of $3 to $5 per click, and billing per impression or valid click, never per conversion.
- Published tests are sobering: SE Ranking paid a $3.16 average CPC at a 1.30% CTR and got "almost no sign-ups", and in all four same-advertiser comparisons compiled by PPC One, ChatGPT ads converted worse than Google Ads.
- Ads sit below the answer; the shortlist inside the answer is organic. In SE Ranking's 50,006-prompt study the advertiser was cited in the answer itself for only 3.63% of ad placements.
- Organic ChatGPT clicks already arrive tagged
utm_source=chatgpt.com, so tag paid clicks differently or your reports will mix the two channels.
What are ChatGPT ads and where do they appear?
A ChatGPT ad is a clearly labeled sponsored unit placed below a ChatGPT response and visually separated from the answer. According to OpenAI's Ads in ChatGPT: The Basics help article, each ad carries the advertiser name, favicon, a title, copy, an image and a landing page. The ad is chosen for the conversation you are having: OpenAI's own example is that a recipe question may surface a meal kit or grocery delivery ad.
There are three variations of the unit worth knowing about as of October 2026:
- Standard sponsored card below a text answer. This is what almost every advertiser runs.
- Product-feed campaigns, which the campaign setup documentation references for retailers. They support only country-level geographic targeting and cannot yet be created through bulk upload.
- Visual ads during image generation, a format OpenAI announced on October 5, 2026 for a US test with an initial group of advertisers, shown while a user waits for an image and kept separate from the image itself (BleepingComputer).
Do not confuse ads with the product cards ChatGPT shows when you ask a shopping question. In Otterly AI's July 2026 study, those Shopping Cards appeared in 2.2% of answers and were organic, not paid, though Otterly notes that is "a current state, not a permanent one."

Why does ChatGPT suddenly have ads?
OpenAI introduced ads to fund free and low-cost access to ChatGPT. Its Testing ads in ChatGPT post lists five principles behind the rollout, starting with "mission alignment" (ads pay for free access) and "answer independence" (ads do not influence answers). The timeline moved quickly:
- February 9, 2026: testing starts in the US for Free and Go users, sold directly to a small group of advertisers on a CPM basis.
- March 26, 2026: pilots expand to Canada, Australia and New Zealand; OpenAI reports no impact on consumer trust metrics and low dismissal rates.
- May 5, 2026: a beta self-serve Ads Manager opens, CPC bidding is added, and pixel and Conversions API measurement launch (OpenAI; Search Engine Journal).
- August 11, 2026: ads launch in the UK, Mexico, Brazil, Japan and South Korea.
- August 31, 2026: OpenAI says ChatGPT Ads has reached a $1 billion annualized revenue run rate in under 200 days, with tens of thousands of advertisers, and opens self-serve buying in India, Europe, the Middle East and North Africa (OpenAI).
How does ChatGPT ads targeting work?
ChatGPT ads are matched to the meaning of a conversation, not to keywords. OpenAI's help center says ads are selected for expected relevance and outcomes using four inputs: the conversation context, the ad's own content and landing page, the advertiser's context hints, and, only when the user has ad personalization switched on, broader ChatGPT signals such as past chats and memory.
On top of that, campaigns can be restricted by country (and by region, city, market or postal code in some countries outside the US), by platform (Android app, Android web, desktop web, iOS app, iOS web) and by custom audiences. Custom audience inclusion needs at least 25,000 matched users, and OpenAI advises against custom audiences for campaigns in the EEA or Switzerland because ads personalization is unavailable there.
Context hints vs keywords: what is the difference?
Context hints are plain-language descriptions, written at the ad group level, of the situations in which your ad is useful. OpenAI's ad group guide contrasts a weak hint ("running shoes") with a useful one ("cushioned everyday running shoes for beginners training for their first 5K"). The documentation is explicit that hints "are not exact-match keywords and do not guarantee delivery in specific conversations." Advertisers who qualify can also add negative phrases for brand-specific placement exclusions.
The practical consequence: you cannot force volume. Delivery depends on what people happen to discuss. In SE Ranking's June 2026 test, the two largest ad groups took roughly half of all 97,131 impressions while the smallest got 857. PPC One's compilation of advertiser reports describes ad groups that received almost no impressions and volume that arrived in bursts.
How much do ChatGPT ads cost?
OpenAI has not published a rate card, so there is no single answer. What it has published is the mechanism and the floors: you set a maximum CPM bid (Reach) or maximum CPC bid (Clicks) per ad group, an auction picks the ads, and you are billed per 1,000 impressions or per valid click. For CPC campaigns OpenAI recommends starting at $3 to $5 per click, and the minimum daily budget is $25 per campaign in the US. On October 18, 2026, ads.openai.com was also offering new advertisers "$500 ad credit on us when you spend $500."
| Objective | Billed on | Use it when | Watch out for |
|---|---|---|---|
| Views | CPM (per 1,000 impressions) | You want awareness in a category conversation | You pay whether or not anyone clicks |
| Clicks | CPC (per valid click) | You want site traffic and can measure what it does | Bids below the guidance can produce zero impressions |
| Conversions | oCPC or oCPM (clicks or impressions, optimized to a conversion event) | Your pixel or Conversions API is already sending clean events | You never pay per conversion; you still pay per click or impression |
Three budget rules from the campaign documentation matter in practice. A campaign's objective cannot be changed after creation. A daily budget is a seven-day average, so a single day can spend up to twice the daily figure, and a week can spend up to seven times it. And once you switch to a campaign-total budget you cannot switch back to daily.
You will see much higher launch prices quoted around the web for the early direct-sold pilot. OpenAI never published those terms and they do not apply to self-serve Ads Manager, so we have left them out rather than repeat figures we could not verify.
What do advertisers actually pay and get?
The most useful cost evidence is what advertisers have published from their own accounts. Treat every row below as one advertiser's experience, not a benchmark: tests are short, and many of the positive results come from agencies that sell ChatGPT ads management.
| Source | What was measured | Result |
|---|---|---|
| SE Ranking test (June 3-15, 2026; US, CA, AU, NZ; 48 ads) | 97,131 impressions, 1,263 clicks | 1.30% CTR, $3.16 average CPC, "almost no sign-ups" |
| PPC One compilation (24 campaigns with published CTR) | Click-through rate | Median below 1.25%, range 0.35% to 7.9% |
| PPC One compilation (15 dollar-billed campaigns) | Cost per click | Median $4.41 |
| PPC One compilation (4 same-advertiser comparisons) | Conversion rate, ChatGPT ads vs Google Ads | ChatGPT 0.21% to 0.9% vs Google 3.71% to 6.64%; Google better in all four |
| PPC One compilation (one US B2B account) | Platform-reported vs real conversions | 36 conversion events in Ads Manager vs 2 real inquiries |
Is there a minimum budget for ChatGPT ads?
Yes, but it is small: $25 per campaign per day in the US, with local equivalents such as GBP 15, EUR 15, CAD 25 and INR 725. There is no published account-level minimum for self-serve. The floor is not the real constraint, though. A two-week test at the minimum is $350, which at OpenAI's suggested $3 to $5 per click buys roughly 70 to 115 clicks. If your site converts 1% of paid visitors, getting 10 conversions needs about 1,000 clicks, or $3,000 to $5,000 at those bids. Plan the test budget around the number of conversions you need to make a decision, not around the minimum.
How to set up your first ChatGPT ads campaign
Setting up a ChatGPT ads campaign takes about an hour of work plus an account review wait. This is the sequence we recommend, based on OpenAI's quickstart and the mistakes advertisers have published:
- Check you are eligible. The legal entity that advertises and gets billed must be in a country on the Ads Manager availability list (63 countries on October 18, 2026, India and the UK included). Then check your category against the ad policies before doing anything else.
- Create the account. Sign in at ads.openai.com with an OpenAI account tied to your work email, add your logo, set up billing, complete account verification and invite your team. New accounts may be limited to their home country until verification is approved and they reach the required spend there.
- Install measurement before you launch. Add the pixel and, ideally, the Conversions API with a shared event ID so browser and server events deduplicate. Decide your UTM scheme now (see the measurement section below).
- Create the campaign. Pick the objective (it is permanent), a daily budget, dates and countries. To target only the US you must explicitly include the US; excluding other countries is not enough.
- Build ad groups around one need each. OpenAI's example is a plumber with separate ad groups for emergency repairs and preventive maintenance. Write specific context hints for each.
- Write several ads per ad group. OpenAI recommends a high volume of variations, each with a different angle, concise titles and copy that adds information beyond the title. "Add new ad" can prefill a draft from your site's metadata.
- Point each ad at the most relevant page, not the homepage. OpenAI's ad creation guide says landing pages must be reachable and must not block OAI-AdsBot or OAI-SearchBot. Check your robots.txt and firewall rules; our free robots.txt generator shows the user-agent lines.
- Bid inside the guidance and submit for review. Start CPC bids at $3 to $5. One agency in PPC One's compilation got zero impressions at a $3 bid. Ads go live only after passing review and once account, billing and dates are in order.
- Monitor without overreacting. Impressions, clicks and CTR refresh about every 15 minutes, but spend can lag 7 to 8 hours and attributed conversions 24 to 48 hours. If an ad shows "Not serving," hover over the status for the reason. Judge the test on revenue after at least two weeks, not on day-one CTR.
Which businesses cannot advertise on ChatGPT?
A large set of categories is excluded outright. OpenAI's ad policies (version 1.6, September 2026) prohibit adult content including dating apps, alcohol, tobacco and vaping, counterfeit goods, gambling, recreational drugs, political content, scams, sensitive social topics, individual job listings, housing rentals or sales, and unsubstantiated wellness claims such as diet pills and detox programs.
Financial services, health services and legal services are restricted rather than banned: approved advertisers may run ads for things like credit cards, mortgages, insurance, dental services or consumer medical devices, mainly in the US and sometimes with proof of licensure. Credit repair and debt settlement are not allowed, and financial and legal services outside the US are generally prohibited. Even approved advertisers will not appear next to sensitive user conversations, and ads that imitate ChatGPT's look or voice can be removed.
ChatGPT ads and privacy: what advertisers see
Advertisers never see conversations. OpenAI states that "advertisers do not have access to your chats, chat history, memories, or personal details" and receive only aggregated performance data such as views and clicks. Partners that help run campaigns are in the same position; OpenAI's ads system controls all delivery decisions. For advertisers, that means no query reports: you will know an ad group earned clicks, not what people asked.
How do I stop seeing ads in ChatGPT?
You can reduce or remove ads in five ways, according to OpenAI's Ads in ChatGPT help article:
- Turn off ad personalization in Settings, Ads controls. You will still see ads based on the current chat, but other chats, ad history and topics are no longer used.
- Use a Temporary Chat. Temporary Chats do not show ads.
- Switch the Free plan to Ads-Free, which removes ads in exchange for lower usage limits and reduced feature access. You can switch back.
- Upgrade to Plus or Pro, or use a Business, Enterprise or Education workspace, all of which are ad-free.
- Manage what is stored: dismiss ads, see why an ad was shown, review ad history and delete ad data.
How do you measure ChatGPT ads?
Measure ChatGPT ads with three layers: Ads Manager reporting, OpenAI's pixel and Conversions API, and your own analytics with distinct UTMs. Ads Manager reports impressions, clicks, spend, CTR, average CPC, average CPM and conversions. The conversion troubleshooting guide explains that the pixel sends events from the browser and the Conversions API from your server, deduplicated by a shared event ID (event_id in the pixel, id in the API), and that attributed conversions take about 24 to 48 hours to appear.
Since August 2026, eligible accounts also see view-through conversions on a fixed one-day window. PPC Land reports that these are supplemental: they are excluded from the main Conversions total and do not affect bidding or billing, and where a conversion qualifies for both, the click takes precedence.
Do not take the platform's conversion number on trust. The same troubleshooting guide notes that CRMs, analytics tools and ad platforms count differently, and published cases go both ways: one US B2B account saw 36 conversion events in Ads Manager against 2 real inquiries, while a Brazilian advertiser saw zero reported conversions against three actual sales. Reconcile against your CRM or order system before you scale.
How do you keep paid and organic ChatGPT traffic apart?
Tag every ad URL so that analytics can never confuse it with organic ChatGPT traffic. ChatGPT already appends utm_source=chatgpt.com to many links it shows in normal answers. In AI Rank Lab's tracking data (JS tag on customer sites, July 2025 to October 2026), 2,710 page views across 29 sites carried utm_source=chatgpt.com, more than the 2,087 page views that arrived with a chatgpt.com referrer. If your ads also use utm_source=chatgpt.com with no paid medium, paid and organic land in one bucket.
A simple scheme that works in GA4: utm_source=chatgpt_ads, utm_medium=cpc, and utm_campaign set to the campaign name, so paid visits fall into a paid channel while organic ChatGPT visits stay in referral. Our guide to tracking AI referral traffic in GA4 covers the organic side, and our AI search traffic benchmarks show what normal looks like before you add paid traffic on top.
ChatGPT ads vs organic AI visibility: when each wins
Paid and organic do different jobs. An ad buys a labeled card under the answer; it does not buy a place in the answer. OpenAI says ads do not influence what ChatGPT recommends, so the shortlist a user reads first is still decided organically, by what the model knows and which pages it retrieves and cites.
The data on who buys is telling. Otterly AI tracked commercial prompts across 16 US industries daily for two weeks in July 2026 and found an ad in 76.4% of shopping-type answers. Most advertisers were affiliates, comparison sites, lead-gen platforms and challenger brands, and in 12 of the 14 industries where Otterly reported a leader comparison, the category leader ran no ChatGPT ads at all. SE Ranking's tracker measured a lower rate on a broader prompt set: ads on 25.94% of 50,006 commercial prompts across 20 US niches, from 1,159 advertisers. The two figures are not contradictory: Otterly's prompts were all shopping questions, while SE Ranking's spread across wider commercial intent.
The finding that matters most for budget: in SE Ranking's study, the advertiser's domain was also among the sources cited in the answer itself in only 3.63% of ad placements, and the exact advertised URL in 0.09% (MediaPost reports 11.53% for Google AI Mode by comparison). In other words, most ChatGPT advertisers are paying to appear next to answers that recommend someone else. One software advertiser in PPC One's compilation saw a 4.2% conversion rate from unpaid ChatGPT recommendations versus 0.46% from paid ads.
Organic is not free of risk either. Across 239 repeated runs of 11 ChatGPT prompts tracked in AI Rank Lab (February to October 2026), 6 of the 11 flipped between mentioning and not mentioning the tracked brand at least once. A single manual check of "do we show up?" is not enough to decide whether you need to pay.
| Factor | ChatGPT ads | Organic mentions and citations |
|---|---|---|
| Position | Labeled card below the answer | Inside the answer, often in the recommended shortlist |
| Cost | Per click or impression, from $25/day | Content, PR and technical work; no media cost |
| Speed | Live as soon as ads pass review | Typically weeks to months |
| Control | High over message, low over which conversations | Low over wording, high over the sources you build |
| Durability | Stops when spend stops | Persists, but varies run to run |
| Who sees it | Free and Go users only | Every plan, including paid and business users |
| Measurement | Aggregate platform reporting plus your UTMs | Prompt tracking plus referral analytics |
When do ChatGPT ads beat organic, and when not?
Paid wins when organic cannot get you into the conversation fast enough: a new product or brand the model does not know yet, a challenger in a category where the leader is not buying, a time-bound offer, or a catalog of physical products where a feed puts inventory in front of shoppers. Organic wins when the buyer reads the answer and stops there, when your audience is mostly on paid or business plans (which never see ads), and for any brand already recommended inside the answer. The highest-value move is usually both, in order: find the prompts you already win organically, and only buy the ones you lose.
Check which prompts you already win before you pay
Before you buy ChatGPT ads, measure your organic position on the same commercial prompts, repeatedly. A short list of tools for each side of that job:
Disclosure: AI Rank Lab is our product. We list it first because this is our site, and we've kept the same criteria for every tool below.
- AI Rank Lab runs your prompts on ChatGPT, Claude, Gemini and Perplexity on a schedule and records whether you are mentioned, your position, the competitors named and the URLs cited (brand visibility tracking, citation tracker). It covers the organic answer, not ad placements, and plans start at $69 a month (checked October 18, 2026).
- SE Ranking's ChatGPT Ads Tracker is built to see which advertisers appear on which commercial prompts, which is useful for checking whether competitors are buying your category.
- Otterly AI added ChatGPT ads tracking alongside its prompt monitoring, and its industry study above is the best published view of who advertises where.
- OpenAI Ads Manager itself is the only source of your own impression, click and spend data.
If you find gaps, our 30-day playbook for getting cited by ChatGPT covers the organic fixes, and ChatGPT vs Google Search helps decide where the budget goes first. For a quick manual check, see how to check your brand visibility in ChatGPT.
Should you buy ChatGPT ads? A buy, test or skip decision table
For most businesses in October 2026 the right answer is a capped test, not a budget line. The table below combines OpenAI's policies, how delivery works and the published results above. It is our editorial judgment, so weigh it against your own margins and conversion data.
| Business type | Verdict | Why | Do this first |
|---|---|---|---|
| Affiliate, comparison or lead-gen site in an allowed category | Buy (with a cap) | These advertisers dominate placements in Otterly's study; the model is built on monetizing clicks | Model profit per click before raising bids |
| E-commerce with a product catalog | Test | Product-feed campaigns exist, and online stores account for most positive published results | Fix feed and product page quality; check Shopping Card visibility organically |
| Challenger brand where the leader does not advertise | Test | The ad slot under the leader's answer is open, and you need presence the model does not give you yet | Track which prompts name the leader and not you |
| SMB software or niche problem-solver | Test small | Niche problem-solving offers are among the few published positive results; outcomes vary widely | Write one ad group per job-to-be-done with specific context hints |
| Enterprise B2B with a long sales cycle | Skip for now | Published enterprise B2B tests show weak or no conversions; no query data for ABM | Invest in organic citations on comparison and evaluation prompts |
| Category leader already recommended in answers | Skip, or defend narrowly | Advertisers rarely appear in the answer; you already do, on every plan | Monitor competitor ads on your branded and category prompts |
| Local service business | Wait or test narrowly | Sub-country targeting is limited and varies by country | Check the location options in Ads Manager for your market |
| Restricted health, finance or legal (US) | Test only if approved | Case-by-case approval, licensure proof, no placement near sensitive chats | Read the policy section for your vertical before applying |
| Prohibited categories (gambling, alcohol, dating, political, and others) | Skip | Not eligible under OpenAI's ad policies | Focus entirely on organic visibility |
What to do this week
- Run your 20 most valuable commercial prompts in ChatGPT several times and record who is recommended, or automate it.
- Check whether competitors are already advertising on those prompts.
- If you decide to test, set a fixed budget sized for the conversions you need, tag ads with a paid UTM medium, and install the pixel and Conversions API before launch.
- Review after two weeks against real revenue, not platform conversions.
If you want to know which ChatGPT prompts you already win before you pay for any of them, AI Rank Lab tracks your organic mentions and citations across ChatGPT and the other major AI engines. See how AI visibility tracking works.
